how close can you get to it? [on a road]
where is the road in relation to the loco? [top of the ravine,etc.]
I'm thinking about a winch & cable based recovery, either ground based [on a sled] or hoisted [like a log yarding operation]

You might want to contact a local Army/Navy Reserve engineering outfit that needs training. They sometimes will do a project like this if a nonprofit is the beneficiary of the work.
