There is a good question! 5288 is a very nearly unique engine and should be returned to Canada. There are at least three canadian Museums that would really like to get their hands on her.

There was a stipulation that any group that wanted to aquire equipment had to be a 501(c)3 not-for-profit organization. I can only assume that Canada does not use this terminology for non profit groups, so any Canadian group would not qualify.

That would seem to be one of the points that defines whether you call yourself a museum of a tourist railroad.

If the 610 is anything to go by, the 5288 will have any distinctive CN features removed and will be made to look like what the general public thinks a steam locomotive should look like.

I would have to goe with an MS-4 Mikado gussied up with the Elesco, Black Paint, White Trim, and Red Roof, along with Candle Sticks on the Headlight.

CNR passenger power usually did have white tires, white running board edges, red cab window sash, raised metal numerals on the cab sides (painted yellow), brass number plate with red background-- not exactly a "plain" loco, even by the standards of the South!!

Now that is splitting hairs. There is an equivalent recognition of non profits in Canada, something like a "registered charity".

And what are bureaucracies for but to split hairs and prevent progress?

I don't know the details or mode of decision making involved but nobody is the loser on this situation. A fine locomotive has gone to a good responsible home where it will be well treated and put to good use. Perhaps TVRR would be amenable to a jointly sponsored excursion program with a reputable and businesslike Canadian partner which could include mileage on "home rails"? Has anybody proposed this to them?

The Reading T1 in Canada went to a new home where it isn't being put to good use nor was the oil conversion a good or practical idea but the concept of holding it hostage? Naaaahhhhhhh. The current owner will be fortunate if he can find a buyer in the US, Canada, or anywhere willing to recover to him his costs. Restoration costs are only recovered through earned income, never "fair market value" on these big things. The 614 auction proved that with a proven, reliable engine.

Would TVRR prefer the T1? Probably not. The 5288 fits a real need in their programming that a 4-8-4 wouldn't fill easily. Many 4-8-4s are ready to run with no place to go, as well as other big mainline excursion engines of different wheel arrangements.

There are engines turning to rust in city parks (and museums) in both the US and Canada that need preservation more than we need to keep refighting this battle in a nonexistant war of anything greater than bruised egos.
