Mystery Steamtown Tanker Near Philly

Ran across an 0-4-0 saddle tank engine in Oaks, PA the other day. Oaks is about an hour west of Philly. Lettering on the engine was Steamtown #1, and also perhaps New England Electric? Looking sad, sitting with some very small diesels and a Fairmont on disconnected track.Any idea of history or owner?Joshua
