This book Had the locos that were ordered and built by date. Question Was there a book were enquiry were made and entered and a quotation to build before the purchaser ok ed a build.

You may have an easier time locally searching the archives of VR. I'd expect any correspondence with BLW to have been retained, and the trip is much shorter for you to lay hands on it.
