If I read it right, it would seem to be a catalytic converter for the locomotive similar to UP's program in the LA basin. Bio-diesel is better, but still can smoke under quick acceleration. Generally, bio is run in a blend all the way up to 80-20. The 20% is the bio. There was an article in Trains a few months ago about the Rail Runner using bio-diesel for their locomotive fleet. There are other issues to deal with with bio as well. The worst one is the algae that grows in diesel really likes the bio. This shows up in increased filter usage.

There are biocides on the market for treating Diesel fuel - which is also a problem with Diesel. A good sized bottle goes a long way on the order of 1000:1 if I recall correctly.

ATSF 3751 is also burning biidiesel this weekend.
