 Post subject: FRA Glazing rule changes

In 2013 the FRA had a target date for NPRM for changes to the glazing regulation-This rulemaking would propose to eliminate the requirement to stencil the interior wall of a locomotive, passenger car, or caboose which has compliant FRA glazing (section 223.17), update FRA´s interpretation of "historical or antiquated equipment[,]" add a definition of the term to the rule text, and generally update the part to remove passed compliance dates.

I can not find any reference that these changes came about, does anyone have any news. i am mostly interested in the definition of antiquated equipment.

As of now, I believe the rule revision is still on track and in the pipeline. Attached is a good summary prepared by ATRRM that is posted on their website along with the Notice of the Proposed Rule (NPRM) that was published in September 2014.

I do not foresee any substantial changes to the final rule, but we can never know until it is published. Hopefully we will see it soon.

Well, anyone who hastily or unnecessarily converted their equipment to 223 glazing is now stuck. It's like ADA access, once you provide it, you're on the hook to maintain it forever.

At the RPCA conference, Harold Weisinger from the FRA included this topic in his presentation. The latest is that this is waiting on one more signature and the rule will be final. He said that it's likely to be published in the next couple of months.

FRA published the "final" glazing rule on February 9, 2016. It's effective April 11, 2016. The rule (and explanatory preamble) is available at:
