If Graham Claytor wanted a heavy Pacific-type to stand-in for a Ps4, why didn't he go after AWP 290 for the SR steam program? What's the story (or urban legend) there?

He tried, but Seaboard Coast Line threatened a law suit if he tried to paint it into Southern colors. Southern also tried to lease Dick Jensen's GTW 5629, but they could not come to terms with him.
