Right, it's New Jersey. At least according to "Pennsy Steam Years, Vol.1."
That picture appears near the front of the book, in the section focused on the Pennsylvania-Reading Seashore Lines. The book states that the picture was taken on the PRSL sometime in the summer of 1954.

That is indeed the Linbergh Engine. It served on the Pemberton line late in it's career. That photo was taken at the North Pemberton Station and rail yard I would guess around 1955, a bit earlier than the one in West Jersey Rails III which was taken in November of '55. Just to the left and behind the 460 the Doodlebug is visible. Just behind and to the right is the lumber yard whose foundation still exists today but will soon be bulldozed along with the hay press building foundation as Wawa builds yet another Super Wawa on the site. Also to be lost is the warehouse where they built prefabricated houses for the military during WWII. Other foundations that will pass into history are the single stall engine house, turntable pit and general store. Big business has no feelings for history. This is the last rail yard left from the C&BC line from the 1800s.

The Lindbergh engine is currently outside at thePennsylvania Rail museum in Strasburg, PA.

Addendum ... sitting outside in the elements, unprotected. While the museum appropriates funding for a new entrance that looks like the entrance to a circus event.

I'll second that. As an architect, it pains me to look at that creation! Not to mention that in 10 years it will look as outdated as a white leasure suit. My hope is that they didn't sink TOO much money into the new entrance. It certainly doesn't look like they did.
...I do want to add that, aside from the architectural monstrosity currently covers up the dignified late modernist facade of the facility, the museum is an outstanding institution....
