I recently talked with the person who manages the work, and he didn't offer much hope that things will move at any faster pace than they have in the past.

My understanding is that Boilermatic, the company undertaking the restoration, has found some issues that require further investment to repair. Suffolk County, which controls the money, has problems with paying for unexpected problems. This portion of the restoration is out of the hands of the Railroad Museum of Long Island, which is the custodian of the locomotive. That being said, the tender is complete, but needs to be remounted on the trucks and brake gear needs to be replaced. The running gear of locomotive 39 has been worked on to some degree by the volunteers at RMLI, but the cab sits without the necessary repairs and repainting, which would preserve it from the elements.
The last word I received from an individual "in the know" is beyond what has been committed to repairs, an additional $600,000 is required. I doubt you'll see the locomotive meet an untimely doom, but I question the impetus to get her rebuilt or prepped for reassembly. As was proven with the K4s project, volunteers are unreliable and/or untrained.
