Is this the reputed project of the notorious James Riffing of "Northern Central revival" fame? I had heard it had finally acquired some kind of locomotive...

NO it is not. When I asked the owner of the locomotive if he knew of Mr Riffin, I was told by the locomotive owner he used to be partners with Mr Riffin, He went on to tell me how Mr Riffin was no longer a partner of any kind. The owner went on to tell me some interesting details about the things I've read about mr Riffin here on RYPN, "The rest of the story" as Paul Harvey says.
The owner reads and posts here and I'll let him chime in if he see's fit.
