Maybe not so unrealistic. The politician is making a pitch to a manufacturer: here's a free test track in a quiet area for your testing pleasure (and building a test track is probably not cheap, permits and all). And of course, the vehicle, a battery streetcar, is ideally suited for low density operations like Kingston.
