The story mentions that conditions of the grant bar volunteers from doing any of the restoration work, including sandblasting. I can understand the paint removal portion as there may be lead paint issues. But ANY of the restoration work? I suppose if done with all paid contractors it could easily run $100 grand.

My assumption would be the grant requires the project to be placed out for public bid and was outlined as an A to Z restoration in the grant application. The public money has to be tracked someway....
