Try asking the paint suppliers, even if not in use they should have reference sheets.

Rowan, these are for painting Train Simulator locomotives. They are certainly not edible for real-life locomotives. Wish it was that simple, but it's not.
Uh it is the colors can be duplicated by any good suppler of paint, for example Amtrak red is 224 Red, 48 Green, and 0 Blue. That should be enough information for them. Also contact model railroad manufactures, they should also know. Although I do think this paint scheme is rather amusing Image found this pic on 4chan and later on know your memes.

Wait. Are you saying people on this forum work with Actual Real railroad equipment, like made of metal and stuff? Hats off to you. That is hardcore. ;-)

Seriously... Those numbers are RGB levels and not very precise either note that they divide by 16. RGB defines colors in terms of light level above black. Paint pigments are defined as darkness levels below one of several bases commonly white. The systems do not map.

The best you might hope for is using Pantone as a Rosetta stone...

Robert,

You are correct that you can not supply a paint store RGB code values for a color and have them produce a match to an original paint color. They don't work in that realm. Plus RGB code values by themselves lack the precision needed for an exact match.

I will say it is possible to relate RGB code values to an actual printed or painted color IF you know more about how the RGB code values are defined. I have made a career out of it, but you need to have more info than just three RGB values. Let me give this simple language example to show how the same code values or in this case, letters can have a different meaning depending on the context in which they are defined.

If I gave you the letters "plume" today and you were French, you would think I was giving you a pen. If you were American, you might think I was giving you a feather amongst other things you might consider. The same is true about RGB values. Unless I know more information about their color encoding ("their language") and how they are to be viewed, I can only ballpark what color they may represent based on a given set of assumptions.

In any case, RGB code values by themselves are not sufficient information to define a match to a paint color. There are many other considerations including color gamut of different color systems and more, but I will only delve into those if people are interested.

Regards,
Chris
