Not in the same league with steam-whistle quilling, but some of the Westinghouse "trombone" whistles on Pacific Electric cars could be made to "break" when sounding the LLSL grade crossing signal. It depended on the condition of the valve and the whistle itself; one end of PE 717 at Orange Empire has a whistle that will go Toot-Toot-Shriek-Toot with a little practice, evoking memories of the Red Car era.

I would throw in my two $0.02 that some of the engineers at the Mt Washington Cog could give everyone in the North East a nice run for the money. It used to sound like thoes engines were crying when they headed up the hill.

I would bet that the lack of quilling in the Northeast has more to do with population density than anything else. When the RR is lined with neighbors anything more than the essential minimum of noise might be enough to draw the ire of neighbors. The other week in Baltimore when I was running, a guy screamed at me that he'd "had enough of that F*&%ing horn" and walked up and sat in the gauge at one of the crossings until just before the police arrived to remove him.

Just noticed this thread, but I'm surprised Strasburg was left out. They have a few engineers who are quite skillful with whistles.
