Actually they did ask if the city would contribute to the move preparations, and were told NO.

The city found a near by, already established, qualified railroad museum... The historic resource stayed nearby. Museums farther away may not qualify (even if a "better home", which is hard for a city staff to judge). A new (not yet established) museum might not qualify...

The City's decision was likely to some extent political in nature... It results in a clean environmental document... which was the City's goal.

Yes, all prospective recipients of the free equipment were explicitly told that they would have to pay the cost of moving the equipment. The city posted paper notices stipulating that on the equipment. The city went so far as to state the cost of transportation even though the cost was impossible to predict.

So the final outcome had nothing whatsoever to do with the terms of the city's original offer, and cannot possibly be compared to the application or qualifications of other interested parties during the term of the original offer.
