Does anyone know what the regulations regarding steam are like in Canada, with regards to boiler time, 15 year/1472 day inspections, etc? Do steam locomotives up there follow similar regulations to the FRA regulations in the US, or are their regulations completely different?

For tourist railways it is usually provincially regulated. Here in Ontario the TSSA (Technical Safety and Standards Authority) calls the shots. For locomotives belonging to a federal railway, like CPR 2816 for example, Transport Canada has a set of regulations that has to be followed.

Considering the Canadian systems were also parties to AAR interchange standards, it would suggest there would be a lot in common with the regulations in effect for compliance under the old ICC. Of course, as steam locomotives weren't normally used in interchange service, it's also quite possible there would be different standards.

By any chance, is there a link or some other source of information on the standards themselves? Also, is there any word that the standards have been updated from those of the past, as has been done here?

If you go to the Railway Association of Canada website at www.railcan.ca, click the Circulars on the left hand side. Circular MC-3 deals with requirements for steam locomotives. In not sure about jurisdiction or enforceability but in a nutshell it says if the locomotive is going to operated on a round trip more than 150 miles and at speeds beyond 25 mph, the US rules govern the inspection / maintenance of the engine (31, 92, annual, 1472 day inspections etc. and accompanying paperwork!).

Note that while a certified steam operator must be on the engine when it is in steam, such certification is provincially regulated. Thus the operator must be certified in the province of operation and strangely, unlike your drivers licence, an Ontario certificate for example, is not valid outside Ontario and this is the same for the other provinces, though they are working on fixing this.
