I wouldn't include these if you are referring to units built specifically for passenger service.
While Santa Fe used these units in passenger service to supplement their F units and newer passenger power, they didn't have steam generators, and I don't recall if they had ATS (which would have allowed their use on the point of the consist), although it's possible that a few did have it. They did have the same gear ratios as the FP45s (of course) and were equipped with pass-through steam and signal lines which allowed their placement behind FP45s, U28 and U30CGs, and passenger F-units, but they weren't really "dual-service" units like some of Santa Fe's Geeps and RSDs that were steam generator equipped.

In this case I would include the Santa Fe F45's since there were used regularly in passenger service the last few years of Santa Fe passenger operations (and into Amtrak). I'm guessing an FP45 and 2 F45's guaranteed the Super Chief would reach its destination without incident...As far as Santa Fe F45's, other than the one painted GN, I'm not sure how many are left.
