The horns were mounted in that location during the 1980 GE Hornell rebuild for Pittsburgh Port Authority. When the two locos came to Connecticut, that horn placement concided with the traditional NH FL9 horn/whistle location and was simply never altered.

It is not a big deal to relocate the horns to the standard EMD (Santa Fe) location. I had a high mounted bell (typical BAR mount) that took a good welder less than two hours to remove and remount in a standard location. Nearly everything that said it was a Bangor and Aroostook F unit was easily restored back to generic EMD.
And didn't they scrap two F's that had the proper pilots? Short sighted not to keep those and other parts IMHO.

One of the F7s they scrapped was sequential to one they have now, both had SP plows.

Looking back at the CDOT rebuild carried forward... what was the purpose for cutting the cab sides and insetting them right below the cab windows? (between the side ladders and the windshield post and under the floor deck?). Did they modify the sandboxes?

The cab sides are not inset. What you see is a continuous tread enabling a laborer to access the top of the nose from the side ladder for the purpose of cleaning windshields. This is a requirement dating back to the days of the ICC.

I think you are seeing the 3" wide walkway not a cut inset. Some railroads used this as a way to get to the windshields. I've attached a BAR photo with a similar walkway mounted much lower.

This is right... with one potential note.

Observe the triangular reinforcing gusset at the end of the small walkway. That was not present on either of the CDOT locomotives as they went off to refurb. Personally, I think this is a reasonable safety improvement over the "previous" version which appeared to have a sharp corner...
