This gets interesting historically because didn't the Lehigh Valley go to Conrail which was owned for quite a while by the govt. and then to NS and CSX, so at one time the govt. could have been suing itself !

Does the Lehigh Valley continue to exist as a (paper) entity to deal with liability issues such as this? The technical language of the report suggests a fair amount of long-term grief for those living in the area.

ConRail didn't buy the Lehigh Valley RR, it only bought some of its property and equipment.

I'm don't think that the Lehigh Valley RR ever came out of Bankruptcy, but instead, was liquidated by 1983. The corporate records are at this link, and the last Bankruptcy Trustee's Report is 1982:
