Tender boosters

A few weeks ago there was a discussion on tender boosters. While doing some online research I came across an image of what I believe is a Baldwin logging 2-8-2 with not one but TWO tender boosters.

That's not two tender boosters, but a GE 45 tonner hidden under the "tender body"

Looks like not much was marked up in the yard for 4/1/13.....

Does anyone know how much tractive effort a tender booster would add to a locomotive's starting power vs. a trailing truck booster?
