The latter is sort of an all encompassing history-the former is concerned with the regulatory and political environment from 1900-1917 and how the ICC took a adversarial role over railroads, consistently denying them the freedom that was accorded to other businesses and how future U.S. Supreme Court justice Brandeis made his name litigating RR cases.
