You've got to remember that the steam trains running around the park are on 3' gauge track. The first two trains and locomotives were scaled down from standard gauge size equipment. Same scale-down as the first floor of the Main Street buildings.

Not only that, but most 3' gauge equipment is somewhat oversize to scale anyway.
