I may have missed it but how long is their lease for? I know it sounds like it's coming due for renewal next year and if it passes can they get a 10 year or longer?

LETTER: Top political leaders are sending the wrong message about the Catskill Mountain Railroad

Dear Editor,

Recently on WGHQ/Kingston Community Radio, I talked with Ulster County Executive Michael Hein about how I disagreed with his plan to rip up the Kingston Plaza railroad tracks. I mentioned two points: 1) The city of Kingston residents and businesses will definitely be hurt by ripping up the tracks and end the Thomas the Train, Peanuts and the Pumpkin rides and the Polar Express events and; 2) The many visitors to train events may include business leaders who begin to like the Kingston area and may want to move a business with jobs to Kingston.

However, they will hear local news and people talk about how local leaders Hein and Kingston Mayor Shayne Gallo want to rip up the plaza tracks and effectively end the fantastic train events. Why would businesses want to locate here when they find out that Hein and Gallo are making plans that will hurt city of Kingston businesses and residents?

Let’s tell Hein and Gallo that we want to keep our railroad tracks at the Kingston Plaza.

If you would like to voice your support for Keeping the Kingston Plaza railroad tracks, come to Kingston City Hall for the Public Safety/General Government Committee meeting on Nov. 26 at 6:30 p.m.

KINGSTON >> Ulster County Executive Michael Hein on Monday unveiled a new rail trail plan that will allow for the continued operation of a tourist train between the Kingston Plaza and Hurley Mountain Road in the town of Ulster.

Hein said his plan still allows for a trail that ultimately would connect the Walkway Over the Hudson and the Ashokan Reservoir, though not always side by side with the railroad tracks.

The plan represents a shift away from the “segmented rail with trail” plan first unveiled by Hein and comes as people from throughout the region flock to Ulster County to ride on the themed train rides has sponsored by the Catskill Mountain Railroad since early this fall.

Hein said that while he was pleased by the recent successes of the railroad, it played no role in the development of the new plan.

“We have continually looked to identify creative solutions that would be inclusive as possible,” Hein said.

Still, he said, “there is no question that, after years of struggling, this four-mile round-trip [train] segment has shown potential.”

Hein said any future train operator will have to deal with “significant logistical issues,” including working out agreements with the owners of the Kingston Plaza and surrounding land.

Hein said he expects the county to issue requests for proposals early in 2015 from train operators interested in running tourist trains both along the new segment of track as well as along the track between the western side of the Ashokan Reservoir and Phoenicia, as called for in Hein’s original plan.

The Catskill Mountain Railroad’s lease to use the county-owned tracks ends in May 2016.

What is the "new track" referred to above? And what's the story with finding another operator for the "western side of the Ashokan Reservoir and Phoenicia"?

Does this mean that even if the tracks stay the county may find another group to lease the line to?

Will the county contribute any money to rebuilding the railway line as the trail gets developed?

BUT, what railroad would want to work with Ulster County after all they have done to the CMRR?

"New track" refers to the recently re-opened tracks between Rt 209 and Hurley Mountain Road.

So, in light of everything that has happened the past few years, would the county even want to negotiate a new lease with the CMRR, or would they purposefully try and find any other group to lease the line to?

And even with the development of the trail, no funds will be directed towards the railway line, even in places where the two will run parallel with each other?

And what of the Emergency funds that were tied up, will the CMRR ever be able to access that money?

This seems far from a win for the CMRR. It sounds more like political spin to save some face. No tracks east of Kingston Plaza, no tracks west of Hurley Mountain road, new operator responsible for extra costs of trail build-out. Still sounds win-lose for trail vs rail. I think with the recent success of the themed trains and rapid westward expansion of trackwork that Mr. Hein and Mr. Gallo are getting worried.

Keep fighting CMRR. It nother over yet.

The plan would include an additional section of the County-owned Ulster and Delaware (U&D) Railroad corridor in Kingston in a future request for proposal (RFP) for tourism railroad operations.

There are undoubtedly passionate and conflicting opinions with respect to the appropriate use for the County-owned U&D corridor that runs from Kingston to Highmount,stated County Executive Hein. While this complex issue has been the source of ongoing and passionate debate between rail and trail advocates recently and for several decades, my administration has continually remained focused on creating a solution that benefits the largest number of Ulster County residents. The plan I am releasing today is consistent with my vision to develop a world-class, interconnected rail trail system connecting the Walkway Over the Hudson to the Ashokan Reservoir while also preserving future tourism railroad operations in the City of Kingston.

The County Executive's plan would convert some parts of the U&D corridor into trail only, develop two limited sections of rail alongside trail, and utilize the former O&W Railroad corridor to allow for trail connections to the Hurley Rail Trail and Ashokan Reservoir. The plan includes the following:

The unpermitted rail maintenance and storage yard between Cornell and O'Neil Streets will not be allowed and from this location to the Kingston Plaza would become trail only.

From the east end of the Kingston Plaza to the west side of Washington Avenue, the railroad tracks and rail trail would run and operate parallel.

From Washington Avenue, the railroad only would run along the U&D corridor to State Route 209 with rail alongside trail between Route 209 and Hurley Mountain Road, where the railroad operations would end.

From Washington Avenue, the rail trail would follow the former O&W Railroad corridor to the Hurley Rail Trail, where it would cross under Route 209 using an existing underpass (or farm crossing) to ensure safe pedestrian and bicycle access under this roadway. The trail would then head northward along the western side of the Route 209 right-of-way rejoining the U&D to head west to Hurley Mountain Road. This will require a pedestrian/ bicycle bridge structure to be built across the lower Esopus Creek.

The rail trail will then continue parallel to the U&D until it reaches Hurley Mountain Rd. where the U&D then becomes trail only. The U&D remains trail only until it reaches the western most end of the Ashokan Reservoir and the end of Ulster County's, DEP funded, extensive reservoir trail project.

As previously announced, the County will accept proposals for tourism railroad operations west of Boiceville at the western end of the Ashokan Reservoir.

In addition to the plan details above, any future railroad operations would be subject to the following conditions:

Any increased expenses of trail development resulting from this alternative would be borne, all or in part, by the future rail operator in this section.

The illegal rail yard at Cornell Street must be removed from its current location and no train activity may occur on the corridor east of the Kingston Plaza. This addresses long-standing environmental justice issues affecting the surrounding neighborhoods.

To improve public safety, the rail operator must work to ensure the installation of County-approved automated gates and flashing lights for road crossings at both Washington Avenue and Route 209.

Major logistical issues with the owners of Kingston Plaza and other adjoining landowners must be addressed by any potential future rail operator.

The discussion of the future utilization of the U&D corridor is often confused with the decision of whom ultimately may be the operator selected by the County to run any tourism railroad operations. The County Executive's alternate plan in no way predetermines any potential future operator on segments identified for potential railroad use, which will be determined through the RFP (Request for Proposal).

The plan laid out by the County Executive as outlined above sounds designed to set up the railroad (CMRR or their imagined new operator) for failure. Either this is intentional or the planners have no idea of the facilities necessary to actually operate a railroad and naturally never bothered to consider it. As others have mentioned, I think the more track the railroad can place in service next year is critical. They've already essentially had to admit they were wrong, how often does that happen in politics?

This appears to be typical political bait and switch. The county executive saves face by coming out with a proposal that seems on its face to support rails with trails, thus making him now the good guy. But it sets up requirements that nobody can fulfill, and when it doesn't work out he gets to stand up and say how he was all for the railroad but it failed on its own. Putting all of the expense of the trail construction on the rail operator drastically increases costs.

If the railyard on O'Neill Street is removed, where is the CMRR going to move theiur base of operations? This also appears to strike a fatal blow, if they take away their only shop space.

This is a wolf in sheep's clothing.
