I have a book from the Santa Fe which covers the operation of Passenger Car Heating and Air Conditioning System. Issued in 1919 and revised through 1942. It states for heating only (no steam air conditioned cars present)--
For heating of trains with outside temperature of 50 degrees or lower:
20 degrees above zero and warmer - 5 lbs per car
10 degrees above zero - 7 lbs per car
Zero weather or colder - 10 lbs per car
25 PSI will be the minimum pressure carried by the train.

These were Maintenance pressures. A Test pressure was applied first to blow out the trainline and bring the train up to temperature. This test pressure was only described as being "greater than the maintenance pressure for the entire train."

Once steam ejector air systems came into use, pressures when to 100-200 PSI.

Hope this helps,
