If the new boiler was a copy of the old, the FWH. If otherwise, debatable depending on the technology inherent in the new boiler design.

Thanks. I don't know if the new boilers were duplicates of the old 1890's design, or if they were a new design with up to date (for that period) technology. Don't know if there is any info stating one way or the other. Perhaps a photo of the locomotive with the as-built boiler and one with a new boiler might be an indication if you put the photos next to one another.
