In this day and age of internet-driven antisocial behavior, do teens even hang out in places anymore? Seriously, I don't recall seeing groups of them hanging around anywhere recently...

1) If they are climbing on the hinges, use 1/2 circles of larger pipe to cover the hinge posts;
2) if you have regular electric power, add a motion sensor floodlight or two.
3) if you don't have regular electric, buy a trail camera and mount it firmly on the tender and a couple 'smile you're on camera' signs. These can run four months on AA batteries.
4) Best bet: Combine #2 with #3 so you get good quality night photos of the perps.

Take a six foot long length of 6" well casing (plastic DWV is cheaper, would work, but won't last) split it in half lengthwise, and fasten each half to the gate post so it covers the hinges on the outside. The theory is, if the kids can't put their feet on top of the hinges, they can't use them as steps to climb the gate... except, back when I was a kid, they just stuck the toes of their US KEDS gym shoes in the diamonds of the fence wire and climbed anywhere. Apparently, kids can still do this, at least the kids in the yard behind me can when their ball goes over the fence. It might slow down the bigger kids, though.

Another solution would be to redesign the gate a bit. It could be shifted in relation the hinges so that when closed, the wire mesh covers the hinges so they cannot be used as climbing steps. This assumes that the current gate opens inward.

Maybe move the lower hinges down as far as they will go. That lessens the boost that one would get stepping on them. Then raise the upper ones as high as they will go.

The real problem here is that it's a chain link fence. Kids climb chain link all the time; their little toes are small enough to get a purchase in the diamonds of the woven wire. If it was a 'wrought iron' fence with vertical bars and no intermediate cross members, then it would be worth doing something about the hinges. If the purpose of the fence was security rather than just keeping the public from accidentally walking into low hanging objects on the engine, someone specified the wrong type fence.
