Does not there exist a requirement that all people who drive a train have a license, and to get one don't you hve to have a drug check and a state and federal dirver's license check, go to school, take a test, and more? How do you get around this rule?

Good luck with your program and I hope you manage to "innoculate" some trainees and convert them to working members! A day of honest to goodness train crew work beats any gym or exercise machine known to man.

Generically speaking, Engineer for a Day participants are treated as Student Engineers for the purposes of the FRA, and the trips they make are training operations... The whole shebang is structured in such a way as to be exempt from the rules you are citing.

Most Engineer for a Day operations I've heard of have involved close consultation with the relevant FRA regional office to ensure that everything is to their satisfaction.
