Several people from museums and shortline railroads contacted me since this posting to express support for the concept of setting up an internet based EMD technical library while sources of information are still generally available.

I think this concept has a lot of merit, but a cooperative use and distribution agreement with Caterpillar and Progress Rail should be a first step. It makes no sense to have a group of dedicated volunteers put a lot of time and effort into a project just to get into a disagreement with Caterpillar over the right to display and make use of EMD Maintenance Instructions.

Such an agreement would be most effective if it were negotiated by an organization representing the entire preservation industry, like ATRRM.
