Website for this tiny two-footer, one of many in the UK. Appears to be a newly-built line on a farmsite, not a historic one, with some of the tiniest little engines you can imagine.

why do the UK engine's smokeboxes always look like a clock dial?

Instead of numerous dogs holding the door shut, many UK engines have a screw arrangement, whereby one or two handles will tighten and hold the door shut. The "clock hands" are those handles.
