Yes, as with Ukraine, dating from Finland's time as part of the pre-WWI Russian Empire, with about one-third as much track, Finland obviously isn't the super grain producer Ukraine is. Most of their interchange is still with Russia rather than Sweden, which is probably why they also still have 5' gauge. We'll see if that changes with Finland joining NATO now, and with the new tough border restrictions.

Ukraine, along with all the former Soviet States that declared Independence in the early 1990's, will have inherited some of the "Strategic Reserve" steam locomotives kept at various locations around the former USSR.
There were still a few to be found in Latvia back in 2005......

...though how many have survived to 2022 and are in any condition to be returned quickly to steam is another matter.....

It's fun to dream about mainline steam running once again, but let's not forget that to really have an effective "return to steam" the logistics for that system are critical (water, coal, maintainers, spare parts, etc.). Are they still present? I doubt it.

Never say never. The Rail Baltica project is building a standard gauge trunk line through the Baltic states to connect with western Europe.

And of course Austrialia has been slowly converting to standard gauge for decades.
