I have a hypothetical question. If an insular operation crossed a private driveway that was the only entrance to a major interstate common carrier like UPS, would they still be considered insular? While they would not be crossing a public road they could still impede interstate commerce.

See my link to the FRA Tourist Jurisdictional page above. It is specific to a Public Highway Rail Grade Crossing. The reference to a railroad crossing is specific to a location where two railroad tracks cross at grade. Not a road crossing.

Not sure what you mean regarding "interstate commerce" and how that relates to FRA safety jurisdiction museum/tourist railroad at a private crossing. If the private road is owned and maintained by UPS, there would have to be an agreement with the tourist railroad.
