How many tons (or gallons) of fuel has to be burned to produce 469 tons of pollutants in one year ?

Gallon of diesel is about 7.5lb. When it burns, the CO is twice as heavy as the combustion water, and the CO2 over 3 times as heavy (C=12, O=16.) If you are going to treat CO2 as a pollutant you will fadtor that, and not the water, into the mass emissions. I do not have numbers for carbon particulates, etc. in that typical "Alco" smoke plume but it should be easy to estimate; not as easy is the proportion of PM 2.5 (2.5 nanometer or smaller) either in steam or diesel exhaust -- this is the real great health hazard imho.

The fun is the percentage of NO from compression ignition and the various other chemicals in the exhaust due to incomplete combustion. In the 'olden days' the NO and NO2 were important in photochemical smog because of high levels of hydrocarbons (HC) but those are down enormously from the 'smog' era, so there is comparatively less for the NOx to work its magic on, and therefore a lower atmospheric mass of nitrogen-oxide "activated" pollution.

At least some of the oil emissions should 'count', especially for older or more poorly maintained engines that blow visible smoke.
