We have a rate based on a two step power demand meter, I believe. The higher rate is for business days Mon-Fri and we watch that very carefully and generally run only lightwieght cars and then only in months where we can justify the operation - that is not for a fan trip or switch move. That demand rate falls down to a lower rate after 6 PM and on weekends (and on Holidays?). But once you run a high demand for a single event on a single day, maybe only one move or train, that establishes the rate for the entire billing period. So yes, it needs to be monitored - sometimes more successfully than others.
