Late last year, in October or November as I recall, there was a program on the Discovery channel about a transatlantic railroad tunnel, in the series called, “Extreme Engineering.” It was no April fool that such a project is under serious design at this time, but construction on that one has yet to be started, and it would be a floating tunnel anchored to the seabed with cables rather than excavated under the sea floor. Also, it would terminate in France, I believe, not the UK. Didn’t sound like the same one as in this web site.

I think this is the source (from the Library of Congress Catalog) about a tunnel under the Atlantic Ocean. Dan Green (of N.J.) found a German edition (probably the original language), noticed that the West portal was to be in his neighborhood in Tom's River, N.J., and was inspired to search for an English translation. It's an adventure story set, I think, in the 1880s!
