May I suggest that all of Buffalo needs a dramatic restoration. BCT is low on the priority list for that sorry city.

I think they were. They still had a lot of steam locos in service, and would later be so hard up that they rented Reading and Santa Fe STEAM ENGINES, and bought used Great Northern electrics! The E-44s were also still a few years in the future. The situation must have been different in the early 1960s when they didn't buy any Virginian electrics.
