Ever since AOL took over Netscape and the security issues with IE, I started using Mozilla (freeware) that I think is much better than either of the others.

It allows you to set limits on pop-ups and pup-unders and controlls cookies and is quite powerful. If you like it and want to, donations are accepted for the software.
