Does anyone know how much it might cost per-mile to re-lay track (everything,incl. ties,plates,bolts,rail,spikes,ballast and anything i may have missed) over an abandoned R.O.W?

I have heard people say $75 dollars per foot, which would equate to $396,000 dollars (5,280 feet X 75). I have also heard some people say a million a mile. I'd suspect these are probably expremes and would be contingent upon what materials you are utilizing and how you acquire them.

It depends how many NIMBYs file suit to stop you. The lawyer fees will run up before you lay on foot of track.

If you have a fairly intact right-of-way, you are probably looking at something around $45 to $60 a foot. This will depend on how busy railroad contractors in your area might be, whether you want to use new or relay ties and rail, tec. Rockhill Trolley Museum is having about 2,900 feet of track laid at a cost of approximately $20 a foot, but they have the rail on hand.

You also have to take into account what you are running over this rail. A line built for small tank engines will not support even a small consolidation much less 3985.

We are in Southwestern Pa, and to lay new track here is about 75$ a foot, keep in mind that is stick rail, Class Two, 130lb rail. NOT including acquiring any right of way.You would add more for higher class,heavier rail, switches,crossovers,culvets,subbed, whatever.By the way here it costs 200$ a foot to resurface and existing highway Mary F. Bowyer Kiski Junction Railroad.
