The best recent study devoted to bad demand tourism forecasts was by Professor Heywood Sanders, published by the Brookings Institution in January 2005 entitled, “Space Available: The Realities of Convention Centers as Economic Development Strategy.” His supply and demand analysis is equally applicable to the general tourism industry. Demand seems to have declined. It never returned to pre 9/11 levels and at best lost four years’ growth. This doesn’t have much impact on multiplier-type statistics, but seriously distorts multi-year studies. Demand also seems to have shifted toward areas served by low-cost airlines or that have casino gambling. Finally, more people are taking mid-winter vacations at the expense of summer travels.The supply of tourist attractions/destinations has exploded. Governments are engaged in an arms race of tourism promotion because industrial and other economic development opportunities have dwindled. Sanders believes that consultants and their government clients typically look at either demand or supply, but rarely at both. At a recent lecture, Professor Sanders supplied the Executive Summaries from five convention center demand surveys. These projects spanned the continent, had vastly different local economies and were published over a five-year period. The only between these reports was the name of the customer, everything else was the identical word processing document. Yes, there are bad-apples in the consulting business. A review of the assumptions of any demand study, whether or not it supports ones position, is healthy.
