What is that? Looks like a C-415 on Blomberg trucks. Is that a new Green Goat??

I presume the drawing represents the prototype Truck Engine Switcher (TES) to be built by National Railway Equipment as a competitive alternative to the Green Goats and ordered by Union Pacific. NRE purchased the Alco designs from GE and is apparently going to use a modified Alco C415 carbody to house a pair of commercial truck engines.

Here's the news release that contains the image, which would have been nice if it had been included in the first place.Union Pacific Pioneers New Low-Emission Locomotives

Insofar as Green Goat is concerned, at least, history has repeated itself when one recalls that early 20th-century diesel switcher designs included 'dual-power/tri-power' locomotive types (both GE and Alco-NYC fielded examples).

I believe the design is conventional, ie, two Diesels driving generators which provide electricity to power the traction motors, without storage batteries in the circuit. Truck engines offer the option of frequent shut down/start up and if the engineer chooses, one engine could be shut down when doing light work.
