It does get kind of complicated. Just because FRA issues a reporting mark, to be used on their reports, it doesn't mean that the UMLER system will recognize it, and vice versa. They are two quite different systems and two quite different organizations. Usually private car owners receive UMLERreporting marks which end in "X". I believe trucking companies receive UMLER reporting marks which end in "Z". as noted elsewhere, there are some museums which are grandfathered. I won't speak to the AARPCO's reporting mark, but while RPCA has the "RPCX" reporting mark, RPCA members cannot use the mark on their equipment until they execute some legally binding documents having to do with accepting pass-through charges and liability.

Seems to be some problems with that excell file too. As example, it lists the mark SCAX as belonging to the Southern California Railway Museum Inc. where I'm quite sure it actually belongs to the Southern California Regional Rail Authority, aka Metrolink.

I think it is a typo on the part of the input clerk at Railinc. The P.O. Box attached to "SCAX" Googles out to Metrolink.
