Any idea if these are operable, or near operable? How do they fair under that Mexican sun?

I believe one (or maybe both) were restored to operating condition and used on a few runs before management down there chose to put them in museums.

What is the origin of the steam locomotive equipped with a pantograph shown on the left in this photo?

D&H #19 was restored and reactivated at the Empalme shops in 1989, if I recall correctly, and used only briefly before being "forced" into retirement at the Puebla museum by FNM management. The shop workers at Empalme then restored #17 to replace #19, possibly using some parts from #19 in the process, knowing it was museum-bound. #17 was operated for several years after that. I believe TRAINS magazine did a detailed article about #17 operating as late as 1994. So #17 probably is or was closer to operating than #19. Both of them are far more complete than the hulks Doyle was able to bring home. Thankfully, the Mexicans chose to restore and preserve them-- all four were wrecked (#16), burned (#19) and otherwise out of service by the late '80s. Unfortunately, the current paint schemes leave much to be desired.

That article was The Treasure Of Empalme and was published in the August, 1994 issue of Trains. Great article that was the first in Greg McDonnell's Alco Safari series.

The pantograph belongs to a Mexicano Ry boxcab electric located on the track behind the steam locomotive we can see in the photo.

Interesting that they used sectioned wheels as end of track bumpers. Also interesting is that the right display track is all concrete ties.

The website below, for the Museo de los Ferrocarriles de Yucatan, has a photo of start of a restoration project on a nee-D&H Alco C-628 in 2001.

I have very little information on this museum or these locomotives. This is the first photo I have seen of this locomotive in preservation - I hope that it still exists.
