Realize that EMP devices aren't quite so destructive as people make them out to be.
Power windows in your car would still work, as would the battery. What would probably, but not always, be rendered inoperable would be anything using sensitive solid state electronics. In other words, everything else in newer cars.
If you happen to keep an older vintage car around that uses points/coil ignition, this would not be harmed. The radio, probably, if it's SS.
Vacuum tube electronics would not even notice the event. That's one reason why the Soviet Union kept using vacuum tube electronics right into the 80's in their military aircraft and ground weapons.
If an EMP device were activated over the nation, it still would only affect a relatively small area. It would take a whole lot of them to stop everything. After the EMP release, other solid state controlled equipment would be safe after a short time to enter the affected area, so recovery could be accomplished within days.
Proper shielding of all electronics, sensors, switches and associated wiring can go a long way toward protecting equipment against this sort of thing.
Steam locomotives could still not be used, because the solid state radios would have been rendered useless. Can't go without a working radio.
I seriously doubt it's going to happen in the near future.
