Perhaps the chain link fence protects it from vandals (as the sign states) but it does nothing to protect it from the weather. And she is definitely showing signs of that lack of protection. A shame too, because she is small enough that a shelter wouldn't be extremely cost prohibitive. She is also small enough that she would make a great candidate for restoration for some rail museum. And there would receive perpetual care!
